Is there an estimated time frame for when we might expect a “for reals” 4.2 
release that would be ready for production use? Exciting stuff!

Release documentation can be time-consuming, but I think it makes the release 
more approachable for would-be adopters and the wider public to understand what 
progress has been made.

I've a proposal for making the human-readable release notes a more sustainable 
feature of uPortal's development and release process, distribute the work a 
little better and save it up a little less for the release engineer:

I have one minor correction.  The statement 'Portlet resource cache 
controls<https://issues.jasig.org/browse/UP-4264> now work better.' should be 
removed.  The Jira issue was marked Resolved - Won't fix.  After digging into 
it I found that uPortal was working properly, but you had to handle eTag 
processing a certain way that wasn't well documented (and is now clearly 
documented at https://wiki.jasig.org/display/UPM41/Portlet+Caching).

This milestone release is helpful for easily trying out this snapshot of 
progress towards uPortal 4.2 (with quick start releases downloadable from that

The milestone release is also a tool to start talking about what a uPortal 4.2 
release for reals would look like.

I think there’s enough goodness there and it’s time to enter the release 
candidate process for uPortal 4.2.  Perhaps kick the tires and eyeball the 
release notes and see if you agree?

Did a quick query.  Looks like 62 issues resolved in 4.2.0 and not in 4.0.x or 
4.1.x.  This might be missing a few.  I recall a few pull requests were 
processed without marking the Jira issues resolved (the release process should 
manually go back and look for those).

Quick glance is that I see primary changes include:

  *   transient layout portlet changes
  *   lightbox config for portlets in regions
  *   hover chrome for portlets without chrome
  *   marketplace improvements
  *   some changes to dynamic skin in Respondr

One note is to do a release I think the license header change from Jasig to 
Apereo will pop up (it has in the portlet project releases).  That means we'll 
have a change to most files as part of the release milestone unless we decide
