MEMORANDUM OF UNDERSTANDING CONCERNING COOPERATION
between
the Directorate General of Islamic Institution:
Department of Religious Affairs-Republic of Indonesia
And
Asia-Africa Institute University of Hamburg Federal-Republic of Germany
This Memorandum of Understanding is concerning a joint cooperation in research and
education between:
the Directorate General of Islamic Institutions,
Department of Religious Affairs, Republic of Indonesia,
And
the Asia-Africa Institute of the University of Hamburg ,
which is acting on behalf of the Department for Indonesian and South Pacific Studies
and the Department for Middle East History and Culture,
herewith referred to as the two parties.
A list of the participants in the discussion is attached to this memorandum.
1. Both parties explain as a central goal of collaboration the mutual effort to
approach the Sarjana/Magister curriculum in Islamic Studies to the German university
curriculum in order to make easier mutual acknowledgement of courses already mastered
by the students.
2. The collaboration aims at the development of a credit system that is equally
acknowledged of both parties.
3. Both parties promise to organize in as far as their respective budgets allow the
following aspects of cooperation:
3.1. Scholarship for doctorate program in Islamic Studies at
the University of Hamburg.
3.2. Teaching Staff Exchange Program and Joint Research:
Every year one or more staff members from both parties
will stay one to six months at the partner institution to
improve their teaching skill, conduct joint research and
to broaden their knowledge.
3.3. Joint Seminars and Workshops: To promote joint
research, both parties' will mutually organize seminars
and workshops on joint research projects, in Indonesia as
well as in Germany.
4. Both parties will try to get financial support from the German Academic Exchange
Service (Deutscher Akademischer Austauschdienst/DAAD} or any other institution to
realize the above mentioned cooperation.
5. This cooperation is fully supported by the Indonesian Embassy. The Embassy will
make the necessary contacts with the DAAD and other potential financial institutions
both in Indonesia and the Federal Republic of Germany.

BETWEEN THE MINISTRY OF RELIGIOUS AFFAIRS OF THE REPUBLIC OF INDONESIA
AND
LEIDEN UNIVERSITY OF THE KINGDOM OF THE NETHERLANDS
CONCERNING THE COOPERATION IN ISLAMIC STUDIES
With regard to the further implementation of the
Indonesian-Netherlands Cooperation in Islamic Studies
(INIS), a mission headed by the President of Leiden
University visited Jakarta, Indonesia on 26 April 2004,
and conducted discussions with the Minister of Religious
Affairs (hereinafter referred to as the "Parties").
RECOGNIZING the achievements of the INIS program since
1988, which has resulted in substantially strengthening
Islamic Studies at the Indonesian Islamic State Academies
(STAIN), Indonesian Islamic State Institutes (IAIN),
Indonesian Islamic Universities (UIN) as well as Leiden
University; and
EMPHASIZING the importance of continuing the close and
cordial relationship in the field of Islamic Studies,
which has been developed in the framework of the INIS
cooperation since 1988;
Have now agreed as follows:
1. Both parties will continue to send graduate students to
each others' institutions. For this purpose Leiden
University will continue to provide access to its
international English language MA and PhD courses in
Islamic Studies.
2. Both parties will continue to exchange senior lecturers
and researchers to the benefit of both parties.
3. Both parties will continue to make efforts in convening
joined international seminars in the field of Islamic
Studies.
4. Both parties will continue to jointly produce
publications in the field of Islamic Studies.
5. Both parties have agreed on the intention to expand the
cooperation into other domains/disciplines such as natural
sciences, humanities, and social sciences.
6. Both parties will continue to generate the necessary
funds to implement the activities of the INIS program from
the relevant government institutions, and/or private
sources.
The above mentioned activities will be implemented from
January 2005 onwards for a period of 5 years (2005-2009),
as soon as the necessary funds have been raised.

ARRANGEMENT
BETWEEN
THE AUSTRALIA-INDONESIA INSTITUTE OF THE AUSTRALIAN DEPARTMENT OF FOREIGN AFFAIRS AND
TRADE
AND
THE DEPARTMENT OF RELIGIOUS AFFAIRS OF THE REPUBLIC OF INDONESIA
IN RELATION TO A PARTNERSHIP IN EDUCATION AND TRAINING OF REGIONAL ISLAMIC INSTITUTIONS
In the interests of contributing to upgrading of the
qualifications of selected teaching staff at Islamic
educational institutions (IAINs/STAINs) outside Java as a
means towards improving the quality of Islamic education
in Indonesia and pursuant to the Memorandum of
Understanding on Cooperation in Education and Training
between the Government of Australia and the Government of
the Republic of Indonesia, signed at Canberra on 10 March
2003, the Australia-Indonesia Institute (AII) of the
Australian Department of Foreign Affairs and Trade and the
Department of Religious Affairs (MORA) of the Republic of
Indonesia (hereinafter referred to as "the parties"), have
reached the following arrangement:
1. The Parties will establish a Graduate Training Program
(the program) for selected teaching staff at Islamic
educational institutions (IAINs/STAINs) outside Java to
undertake a two-year post-graduate program of study in
order to upgrade their teaching qualifications.
2. The program will comprise one year of supervised study
and research skills development at selected Australian
universities and one year of research and thesis
preparation at their home university in Indonesia.
3. The selection of participants for the program will be
the joint responsibility of the parties. MORA will
advertise the program at relevant lAINs/STAINs, receive
and assess all applications and select a shortlist of
approximately fifteen to twenty applicants. The parties
will then jointly conduct a selection process to identify
five participants to undertake the program. Participants,
male and female, will be current teaching staff at
IAINs/STAINs, have some knowledge of the English language
and required to pass a medical examination before
departing for Australia.
4. Participants will be enrolled in selected Australian
universities, based on study programs agreed upon by the
parties, giving due consideration to the specific needs
and interests expressed by the participants and assessed
by their supervisors.
5. Participants will apply for a visa at an Australian
diplomatic or consular mission in accordance with the
normal procedures required under Australia's relevant laws
and regulations.
6. The Cultural Attach� or other representatives of either
party may visit the educations institutions in the country
of the other party at any time, at their own Government's
expense, to talk to participants.
7. The parties undertake that a certificate from an
Australian university will be awarded to participants in
recognition of their Australian study program and that the
theses produced from their Indonesian research program
will be published.
8. The implementation of this Arrangement will be financed
in accordance with the following understandings:
a. all expenses relating to international travel arranged
as mutually determined b the parties in respect of
Indonesian participants and Australian personnel will be
met by the Australia-Indonesia Institute of the Australian
Department of Foreign Affairs and Trade;
b. travel expenses incurred by short-listed applicants to
attend selection interviews in Indonesia will be met by
the Australia-Indonesia Institute of the Australian
Department of Foreign Affairs and Trade;
c. all expenses relating to tuition, accommodation and
internal travel while participants are engaged in study
activities in Australia under this Arrangement will be met
by the Australia-Indonesia Institute of the Australian
Department of Foreign Affairs and Trade;
d. a living allowance, book allowance and medical
insurance for the participants will be provided by the
Australia-Indonesia Institute of the Australian Department
of Foreign Affairs and Trade;
e. all expenses relating to the advertising of the
program, short-listing of applicants, and the provision of
preliminary English-language training for , participants
will be met by the Department of Religious Affairs; and
f. individual participants will bear their own costs for
expenses incurred outside the program including excess
baggage while travelling and travel independent
9. Any dispute between the parties concerning the
interpretation and implementation of this Arrangement
shall be settled amicably through consultations or
negotiations.
10. Subject to funding being made available for the
program by the Australian Agency for International
Development (AusAID) and the outcome of a review to be
undertaken in year three, this arrangement shall remain in
force for a period of 6 (six) years unless either Party
gives 6 (six) months prior notice in writing of its
intention to terminate this Arrangement.
IN WITNESS WHEREOF, the undersigned, being duly authorized
thereto by their respective Governments, have signed this
Arrangement.
