Open Preferences: File Management and move the window down until 
the lowest combo box is close to bottom, click it, enjoy.

The only place where I run into this in actual use sometimes is 
the Mode combo box of the Layers dialog of GIMP. But obviously, 
any combo box with many entries sitting high or low on a window 
will do.
