Hrmm... that works fine for me here too, Gaim 2.0.0 beta 4, GNOME 2.16.1, Clearlooks theme. With the window maximized, I still see the whole menu when I click the combo box, no scroll buttons. I don't know what's causing the difference between our setups, so all I can say is that it suggests what you (and others) are seeing sounds like a bug, rather than a conscious design choice.
