I think that Tin-Can API or the ExperienceAPI (xAPI) were also developed as a successor to SCORM to address its shortcomings. https://experienceapi.com/history/ They list a number of adopters including BlackBoard and Moodle http://experienceapi.com/adopters/ Have you heard of this? Would this api accomplish what you are trying to do?
