It's a functional starting point for
developing external using the free compiler
named "Dev-C++" (Bloodshed). The first, i think.

When you get sucess compiling one
external with Dev C++, then you could try to 
compile the source code of other externals
provided by developers in this list.

After that, if you have sucess, it's all up to you
and your time for experiments... ;-)
