Perhaps you can set it with the "mystery settings"
Preferences/Classes, this writes values to the registry (correct me
if I'm wrong).
But what class could be wrong on your system? Maybe
Wireframerenderer/RotateHandleSize???
There are some essential settings hidden here: after a fresh install,
the first thing I always change is Graphical User
Interface/Window/View Window/RotateSpeed = -1 to reverse Alt/RMB
rotation in the view window. I just can't work with RS with the
default rotation :)
