You don't need to do anything to enable the versioning. It is enabled by default. Also by default it is configured so the new version is created when you activate the content. If you want, for the DMS (the Documents menu entry) you can also enable versioning on save (i.e. new version is created every time you save a document there) by going to config:/modules/dms/config and changing value of versionOnSave parameter to true.
