Look in the config:/modules/adminInterface/commands/website/activate (or in config:/modules/adminInterface/commands/default/activate if the website command catalog doesn't exist). You should be able to see the version command defined as part of the activation command chain. Double check if it has not defined nodeData "enabled" or if it is defined that its value is not set to "false".
