Yeah in this case site is guessed from the prefix which is not as reliable (i18n, virtualURIMappings, ...) as when having site in explicitly. Anyway I after re-trying everything fresh I managed to reproduce your problem. I'll try to get another snapshot with the deployed for you on Monday and same goes also for MGNLETK-21.
