Rakesh,
check if you have a subscriber set up for the repository in question and
if the JSP files make it over to the public instance. If they make it,
check if access to the files are granted on the instance.

anonymous role read only access to everything under the templates

print the resouce path it was trying to access (eg. Error description:
The requested resource () is not available).
Any ideas on what step I am missing?
