There are no error logs being generated, but a 404 is

have granted the anonymous role read only access to everything
under the templates workspace root. After that change, the
404 message does not even print the resouce path it was trying
to access (eg. Error description: The requested resource () is
not available).
Any ideas on what step I am missing?
