That makes sense. When you set the extends value correctly, you start inheriting properties from stkArticle. One thing you inherit is availability. If stkArticle is not allowed at the level you are assigning it, neither is your own template. Did you try assigning the template to another page somewhere else in the site hierarchy? Since stkArticle is allowed under section pages, try that first to rule out the possibility that availability restrictions cause the issue. Since availability depends on the category, you can also set the category property in your own template.
