For the resize image operations, at least for those based on info.magnolia.imaging.operations.cropresize.AbstractCropAndResize you can also configure "resized" parameter that implements info.magnolia.imaging.operations.cropresize.Resizer. If you want resizer that allows specifying DPI you would have to implement one and set it. However I believe yo uuse currently info.magnolia.imaging.operations.cropresize.resizers.BasicResizer and you can specify for it "interpolation" parameter (one of "nearest_neighbor", "bilinear" or "bicubic") to control quality and alternatively you can replace this resizer with info.magnolia.imaging.operations.cropresize.resizers.ScaleAreaAveragingResizer which is slower but should give you better results then basic.
