Hi Dmitry, I assume we're talking about "Your server is currently low on memory. That is why further logins have to be blocked for now.. Please try again later or contact your administrator if this happens frequently."
The important part is "low on memory": Each session for a logged-in user requires a certain amount of memory. In case we detect your system is running low on memory, we prevent further users from logging in. The motivation is to rather have fewer users that can work than lots of users but everybody is basically blocked because there's no more memory (check info.magnolia.monitoring.SystemMonitor for implementation details). As you're getting the error on a regular base I'd recommend contacting your admin - adapting the jvm settings of your installation will solve the issue.
