As can be read in the release notes of Magnolia 4.5.13 this version (and later 4.5.x versions) are maintenance releases of a previous major version and therefore available only to Enterprise clients. See the maintenance policy for further details: http://www.magnolia-cms.com/services/support/maintenance-policy.html Community users will have to upgrade to Magnolia 5 for a supported version of Magnolia. (In the end Enterprise users will too of course.)
