They are actually stored in magnolia-2.1-RC2.jar
You can create this file path in the WEB-INF folder of magnoliaAuthor
and magnoliaPublic to make custom resources:
classes/info/magnolia/module/admintemplate/messages_templating_custom_en.properties
Restart the web app to make them appear.

From this I gather that the labels & descriptions are now dynamic in
support of the new internationalization functionality.
If I'm creating my own labels & descriptions, do I need to add them to
the 'messages_en.properties' text file so the CMS can pull them in?
I suppose they would all need corresponding translations in all the
other properties files to maintain the support for the 14 languages?
