It would be helpful if we had: 1. The address of your public and authoring instances
2. The subscriber configuration in the authoring instance 3. Some of the activation logs from both author and public for the same failed attempt. You should verify these to eliminate potential problems: 1. User accounts are fully in sync between author and public instances (usernames, passwords, privileges) 2.
