I have had similar problems. For me something is not working with the page cache. If you add a querystring onto the end of your URL of the page you are modifiying you will see the changes. i.e. http://localhost:8080/magnoliaPublic/mypage.html?test=1 . According to the Wiki this indicates that the cache is not working correctly. I have not found a solution.
