Windows Home does not have remote desktop services.
You need to use Windows Pro for that.
So long as you have not modified Windows 10 to support concurrent rdp
then you are 100% within the licensing terms.
To have a 1 VM per user you'll need to play with the settings in Guac to allow the user to select their VM.
