On a client that sounds like a keyboard issue,
it is usually a case of problems that the browser "captures" key combos
that you don't want it to do, this sounds like the other
way round where the OS or some other program is not passing the keys to
the browser or a keyboard issue.
I would start there if you have another keyboard handy.
