And then I need to restart Eclipse.

Have you looked in the M2 console? It is activated by clicking on the down
arrow next to the little window icon with a plus sign in the console view (see
attached screenshot).
Anyway, you could also check whether your maven dependencies are sane, see this
bug: http://jira.codehaus.org/browse/MNGECLIPSE-288
