I attached my settings.xml for your convenience.
It seems like you have variable substitution using environment variables.

<localRepository>${env.TOMCAT_HOME}/webapps/m2.repository</localRepository>

I don't think something like that works from within Eclipse. So as a workaround please don't use environment variables.
By the way, what local repository location is shown in Window / Preferences... / Maven preference page?
