However, what, exactly do you mean by a fully fledged POM editor?

Existing editors (eg the WebSphere 5.1 Test Environment server settings
editor from WSAD 5.1.2 onwards [eclipse 2.1!!]) would appear to support the
same types of functionality that you may want. So it is certainly doable
under eclipse <3.3.
