I do not much much/anything about war:inplace but after reading MNGECLIPSE-191 it looks that WTP already addresses the problem of rapid change/deploy/debug webapp development cycle but in much more generic and elaborated manner. For example, WTP Tomcat server adaptor lets you run webapps directly from their workspace location, the ultimate inplace ;-) Have you looked at WTP and m2e/WTP integration?

As a side note, mimicking war:inplace behaviour in Eclipse is much more involved than simple change of project build output folders, especially for multi-module projects and projects with workspace dependencies. I've looked at implementing something similar few years ago but could not find and reasonable solution to the problem.
