You do indeed need to have one of those SCM handlers installed, but
the "New Maven project" wizard and "Checkout Maven project from SCM"
wizard are declared in the same plugin and even handlers aren't
installed wizard still supposed to be in the "New" dialog. Please check
the Error Log view or Eclipse error log at <workspace>/.metadata/.log if
there is any errors. Maybe it has something to do with the current
selection.
Also, "Checkout from SCM" wizard is available in "File / Import..."
wizard, so you could try to check if it is there.
You can try to reset your Eclipse perspective using "Window / Reset
perspective..." menu and see if that would bring the wizard in.
