It did to some extent. The 'setting host sitegroup' comes from 
mod_midgard, and would indicate that the host is in SG0. That would 
explain why you can't log in to the site without a sitegroup qualifier. 
You could change the logging line to

fprintf(stderr, "Midgard: Setting host (%d) sitegroup to %d\n",
rcfg->host, ftstatus->sitegroup);

to see what host record is actually being used

Weird, because I've used that trick before. Apache redirects stderr to 
its own error log, and that's supposed to work for libs too. In fact I 
think I've seen people report on the log message from mgd_easy_connect, 
which uses the same reporting.
