I know (I used Mandrake for a while). That's something from their init 
scripts.

Because we haven't so far adequately made clear that the data package 
and the core stuff are actually separate entities -- the only reason you 
need to upgrade the data package from pre 1.4b6 (ISTR) is that the core 
changed in a way that required a data package update. But this will not 
be the norm. Another point is that the docs could well do with an 
overhaul. If you are on 1.4 release, there is no reason (known to me) 
that you _must_ upgrade, unless you want fixes in Asgard, for example.

Unless you walk into the problems we've been trying to solve over the 
last few weeks (segfaults, or random disconnects), then yes.
