on wwwdev.midgard-project.org is a copy of the midgardized mantis
bugtracker from HKLC. it is hardly configured, so you might want to check
their own bugtracker: https://www.hklc.com/bugs/. If that tracker does
have the features you need, I would prefer to use that one.
