Hi,
This might look a bit incoherent because it's been written while
searching for best offer on O'Reillys "Mastering Regular Expressions".

It's not a mystery, it's very simple (and that's propably it's so hard
to see it's a "format" of sorts), it's like this, comments are put just
below the (quoted) parts we're commenting to...

For your own sake I hope you have applied all the patches MS has to
offer, when I worked at F-Secure (Nemein offered me more interesting job
and better pay) there was a blanket ban (==can only be used in isolated
lab networks) on MSIE and Outlook because of security reasons...

He doesn't mean to be hard, it's just that in Outlook when you click on
reply what you type by default comes above the quoted email (what goes
below the original message line).
It's customary to place ones comments between/below quoted parts of the
original email, because it's easier to read that way. It's not normally
a big deal but when you get hundreds of mails a day and get paid for
different things than support for Midgard (To my understanding Emile
does development as main work) then it starts to get annoying to to read
emails from bottom to top (comments in one chunk on the top, whole
original email, be it relevant or not in one chunk in the bottom), for
western people it's much more natural to read from top bottom, and it's
always nice if unrelevant stuff (quoestions that are already answered
etc).
