have a look at
Snippet: / hklc_adminsite_host / lib / config_set
change everywhere where it says iso-8859-1 to iso-8859-2 and see if that makes any
difference - if so, I can add an option for it.

we found that rebooting apache+mysql can help. although the problem seems very
intermittant...
