Well, what we do in Aegir could work for you (though only with
snippets for now).

Developers use their own servers for development/testing, editing
snippets with their favorite text editor and FileSyncing them
into Midgard.

Then when everything has been tested they commit the files to
CVS.

Aegir's central "nightly builds" server does anonymous checkouts
from CVS via cron and imports the files with FileSync. Then we
make the actual Aegir nightly builds by Repligarding the whole
package out.

Works quite OK, but doesn't support anything else than snippets
for now. Working via WebDAV would be cooler, though, as we could
skip the FileSyncing step.
