Yes, data should be stored correctly in the database and display specifics should handled at display time.
note that when using the Midgard in "HTML mode" (outside <?php ?> tags) you can use &(variable); to call the variable (there are other things worth mentioning, check out the manual, esp the formatting engine http://www.midgard-project.org/documentation/concepts/formatting/) and umlauts etc are changed to entities at this point.
