Regardless system file permissions if there is <Directory /> <limit GET POST> Order deny,allow Deny from all </limit> </Directory>
Apache won't let you access Midgard files.
You have to add <Directory /path/to/midgard> that allows reading.
I suggest that datagard adds a corrseponding <directory> statement to override possible default setting.\This problem occurs too often, however it is basic Apache configuration issue.
