I agree.

I think what happens is, every once in a while a committer will have the time and be in the mood to clear up old Jira issues. If the issue can't be solved, or it seems there is no activity, then there is a strong temptation to just close it. It gives one a sense of "clearing off my desk" or "emptying my in-basket." But like you said, it shouldn't be done that way.
