It would seem that when a patch is ready then the comitters have a
responsibility to review and commit, as far as clearing off thier desk,
so to speak.

However if a issue is open but no patch then either a discussion between
interested parties and/or a patch is the goal.

Since this is not a business but a community it seems the time line for
a particular jira could spans months or years, till interested parties
are attracted, or the person that opened it becomes familiar enough to
submit on their own.
