Are you trying to do a refund for a physical good? Was the payment by
credit card, or by something else?
Typically (unless you've changed the code or certain configurations)
for physical goods that are paid by credit card the payment is
authorized when the order is placed, but not captured until the order
items are fulfilled. In other words, there is nothing to refund as
payment has not yet been captured...
In this case if you did what you suggest with the quick ship and then
quick refund you would be capturing the payment and then refunding it,
the net effect being you have to pay for 2 more transactions with your
credit card gateway.
