Actually, that file was for the OFBiz Workflow Engine, which Shark is partially 
based on, and which has been removed from the project.

This is another one of those things that has failed to attract sufficient 
attention over the years, probably because workflow engines are a lame and 
cumbersome tool compared to simple status tracking and the more generally 
flexible business event rules (ECA rules in OFBiz).
