I had similar problem and the following command solved for me:

chown -R nobody /path/to/red5

I use nobody user to run red5.

In case you are able to execute the command in terminal this is
    definitely "rights issue"
    could you check
    1) which user account is used to run openmeetings
    2) run conversion in terminal using: sudo -u "account from step 1"
    command
    Is it successful?

    I believe not
    in case account is "nobody"
    you can try:
modify the start script and explicitly set HOME variable
    (/nonexistent works for me)
create separate account with minimum rights and HOME for starting OM

I already tried to execute the conversion command in console
with file source path on upload folder and its ok.

But its not ok with web interface.

        Thanks

please try this command but slightly change path to the
            initial file
