No idea if that's the case in the example, but doesn't it feel easier
and less scary to wrote a blog post than to use the fairly nasty github
interface and the sometimes-prickly other users of that site? I'm not
saying owncloud's githubbers are prickly (although I have seen stuff
like criticism of "the usual bug reporter" in passing - please try to be
nice and welcoming), but some people will have had bad experiences with
other projects on github.

In short: they probably already know how to use their blog and they are
masters there, but github is something they probably don't use much and
where they are usually only a serf.

There's also the small matter of naming (bugs? issues? what's the
difference?), ordering people not to discuss bugs on the mailing lists,
telling them to read a few screens of issue submission guidelines first
(I know why they're wanted but it may all add to a feeling of
go-away-newb) and the top request in those guidelines is to search
through approaching 10,000 issue reports before submitting a new one :(
- even if not scared, maybe some blog it before they forget details,
until they have time to deal with the guidelines properly? Especially
if they've already found a possible fix because the guidelines say they
need to sign legal papers and write tests and so on...

But never mind external developers/sysadmins: imagine you're just a
timid new user of owncloud, not sure you've installed things right,
perhaps been flamed by developers of other projects before, and take
another look at how you'd see the sites for bug reporting, please?

Hope that helps,
