Hi Michael, make sure that the "Contacts" application folder on your server has the correct name. It should be "[your owncloud installation folder]/apps/*c*ontacts". Generally the folder name of the app has to be identical with the id tag in the file "info.xml" of the appinfo subfolder of the app. I had a problem with that a few days ago when installing the "ownnote" app. It showed up in the list of disabled apps in OwnCloud, but I could not enable it until I renamed the folder to the correct name.
