Check Exadel's Struts Studio - a great tool for designing and building
application using struts framework.
Not free but u can download trial version


I am sure many others are in process of developing GUI based development
tool(s).
Apple's WebObjects is framework based application development J2EE tool
(GUI). It's a fantastic tool for rapid application development, love how
they have EOModel to handle database entities and transactions and easy way
implementing MVC design patter using ProjectBuilder. I am sure they would
integrate STRUTS plug-in soon or some one else would come up with tool that
reduces development time heaps.

We are moving from WebOjects to STRUTS as our client(s) want us to use 
latest and greatest and after lot of research we found STRUTS and TAPESTRY.
Not much available on TAPESTRY so we are going ahead with STRUTS but after
using WebObjects we feel like if you want to go somewhere, you have to build
your car first and then drive,
Where as in case of tools like WebObjects you just think about driving.

In short someone should come up with good IDE.
