Bruno, While it isn't drag and drop, I am a big fan (warts and all.. and it does have warts) of MyEclipseIDE (http://www.myeclipseide.com/) which is a plugin to Eclipse (http:///www.eclipse.org). The professional version (US$50/year license) supports Struts, Hibernate, Spring and a bunch of other stuff I don't use. All in all it's a good toolset.
