I believe this is correct because SUNWgawk never shipped in S10?
If SUNWgawk wasn't ever part of S10 or earlier, then I think removing the legacy actions is fine as they are only there in case some third-party or customer SVR4 package had a dependency. That said, I don't see a real upside to removing them in the SRUs or the S11 Updates.
