Can you navigate to
http://repo1.maven.org/maven2/org/apache/maven/plugins/maven-archetype-plugin/
through
your firewall? Maven will look for the maven-metadata.xml files stored here
to get hold of the plugin.

I managed to get it working on another part of the intranet that I am
working in, but that is not a development environment.  So now I am pretty
sure it is a firewall issue but I do not really have something concrete to
ask the system admin to check/open etc.
