This looks like most of the difference is in font size.  The buttons and other 
elements do take up more space in Gnome than in XP, but I think just changing 
the font for Eclipse.  Or if you want to make all your apps use the smaller 
font size just change the settings for all apps in Gnome.  I'm at work so I 
don't have access to my Ubuntu laptop, but I can give you instructions on how 
to do this later tonight if you want.
