Thank you Nathan for spending time on this problem, which I understand is
outside the scope of this forum. My hope was that you already had the
solution.
As you point out the central text panel can be fixed satisfactorily within
Eclipse itself.
Following your instructions, I now get 29 lines in the Navigation Panel. An
updated screen dump is here:

The system application font is set to Verdana 7 (comes with msttcorefonts).
Changing the system app font seems to have shrunk also the Ubuntu menu bar,
which is not a big deal.
The vertical spacing of the menu bar, the tabs and the elements inside the
lateral panels (Navigation and Outline) is excessive to the point of
impairing usability.
I'll try and find a more appropriate forum to ventilate the issue, and if
any progress is made, I'll post here again.
