We don't bring in existing projects into the fold just like that, especially not when it is partially written by non-committers. This stuff would need to go through incubation (see incubator.apache.org for background) which involves various steps. The first step is IIUC finding a mentor, an ASF member, who will shepherd the project through incubation. Various other stuff needs to happen as well, like a vote from the Avalon PMC to start incubation, license grants by Howard and others, etc etc.
It might be a good idea for you to pass that ball back to Steve and have him figure all that stuff out. But you (and other contributors to the project) do need to prepare and volunteer for some 'procedural' work and 'getting to know the ropes' before the ASF can accept a contribution.
Also, I'm wondering what Greg and other Jetty+Geronimo peeps have to say about it; I've heard rumours of Jetty moving to the asf (to perhaps be a geronimo subproject, or top-level), in that case it makes sense IMO to keep JettyPhoenix with Jetty.
