I do not think that the use of a third address will help any. But think
about the problem - people can't orientate themselves properly. So you need
to give them something with which they can, something that allows them to
keep the overview (is that a germanism now?). The obvious tool would be a
navbar, where the branch you are in is highlighted. It could have the two
main groups "End-Users" and "Developers", and if those two were properly
marked, it wouldnt be a problem if theres, eg, two "support" pages. Just an
idea :)
