You should see the zebra extern_learn entries just as with traditional bridge mode. For cloudstack, you don't need systemd to map a vlan to a VNI unless you want to have some vlans defined outside of cloudstack. The modifyvxlan script should take care of creating the vlan and the mapping between that vlan and a vni.
